The 3-6-9 Operational Framework is a comprehensive system that helps members and owners understand, visualize, and execute our investment strategy, goals, and objectives. The framework serves several key purposes:
It provides a clear and organized structure for the execution of tasks and functions associated with the business side of the investment group. This includes tasks such as decision-making, risk management, and resource allocation.
It serves as a single point of reference or a mission accomplishment process (MAP) that guides how we will continue to scale and move forward over time. This includes outlining our long-term vision and identifying key milestones and objectives that need to be achieved to reach that vision.
It provides a clear description of the actions that owners and members need to take in order to accomplish the mission and vision of 3-6-9 INVESTING. This includes identifying specific roles and responsibilities for members and owners, as well as outlining key performance indicators that will be used to measure success.
The framework is structured around lines of effort (LoEs), which are used to link multiple tasks, strategic plans, and functions. LoEs are weighted to reflect the percentage of overall focus at any particular time horizon, and serve as a way for us to show where our priorities are during our established "Investment Window" (3-year, 6-year, 9-year increments). The LoEs allow us to focus our efforts towards achieving our strategic goals by showing the linkages between multiple tasks, efforts, events, and actions. This helps us to identify potential roadblocks and opportunities, as well as make data-driven decisions that align with our overall strategy.
Additionally, the framework includes a system of regular reviews and assessments, allowing us to continuously evaluate our progress and make adjustments as needed to ensure that we are on track to achieve our goals and objectives. Assessment - is the process of determining whether we are meeting our goals through the proper management and execution of our operational framework. Smart goals integrated with measures of performance and measures of effectiveness will keep us moving towards our vision and endstate. The assessment process is using the six lines of effort against the weighted priorities and produces a "snapshot" of where we are in space and time. Reinforcing the constant use of the six LoEs and using similar tools like the one below will ensure we reach our goals. The process involves measuring ourselves against the overall plan using a green, amber, red construct and the risks and opportunities therein.
